3rd Edition of SEAP on Digital ID & Statelessness is now available

We are pleased to announce that the Third Edition of the Statelessness Encyclopedia Asia Pacific (SEAP) is now live on our website. This edition focuses on the intersection of Digital ID and Statelessness across the Asia Pacific region.

Across the Asia Pacific, governments are increasingly using digital identity systems to modernise administration and expand access to public and private services. While these systems can improve efficiency and inclusion, their benefits depend on whether everyone can obtain the foundational legal identity documents required to access them.

Our latest research examines how digital ID systems across the region may reinforce existing barriers for stateless persons and other marginalized groups without legal identity, particularly where legal safeguards and accountability mechanisms remain uneven.

What is SEAP?
Launched in 2023, the Statelessness Encyclopedia Asia Pacific is a comprehensive database on statelessness in the Asia Pacific region. It provides essential information on citizenship laws, stateless populations, the causes of statelessness, and civil registration and vital statistics (CRVS) contexts.
SEAP at a Glance:
a) 48 country factsheets
b) Five sub-regional overviews (Central Asia, East Asia, South Asia, Southeast Asia, the Pacific)
c) Asia Pacific regional overview
