Nationality for All (NFA) is seeking a short-term knowledge consultant, based in the Asia Pacific region to contribute to the Knowledge Building Project for NFA.

About NFA
Nationality For All (NFA) is a regional organization that promotes the rights of all people affected by statelessness in the Asia-Pacific region, including the right to nationality, through strategic and long-term partnerships. NFA’s work includes partnership building, knowledge building, coalition building, and advocacy, to foster a more cohesive, collaborative, and sustainable approach to addressing statelessness in the region. NFA works closely with persons with lived experience of statelessness and strives to transform the statelessness field to be led by impacted persons by equalizing the power imbalances between them and the other stakeholders.


Project Background
Statelessness Encyclopaedia Asia Pacific (SEAP) is a research report that focuses on analysing law and policy related to statelessness in Asia Pacific. The first edition of SEAP was a pioneering effort, laying the groundwork for comprehensive understanding and action on the issue. This effort continued into the culmination of the Second Edition of SEAP , which was launched on February 26, 2024, at the World Conference on Statelessness 2024 in Malaysia. The second edition included regional and sub-regional overviews, and country factsheets of 45 nations in Asia Pacific with details encompassing laws, stateless populations, causes of statelessness, and stakeholders working on the issue in the region. A thorough comparison of stateless populations and those at risk was conducted by examining domestic laws to assess their compliance with international standards. This included an analysis of civil registration systems, particularly birth registration, and their potential role in acquiring citizenship. The research further explores the root causes of statelessness, recognizing the diverse national contexts and the range of stakeholders involved, including academia, NGOs, and independent researchers who have long engaged with this issue.


NFA is building the SEAP project and expanding that as a foundational resource for relevant regional stakeholders on statelessness. In the last two years, NFA is working on the third edition of the Report which expands thematically into the topics of legal identity, Digital ID, and safe Digital Public Infrastructure and looks into an analysis of the impact of digital identity and legal identity systems and their impact on the stateless population across 48 countries of Asia Pacific.


About the Role

Job Title: Knowledge Building Consultant
The researcher will work as a short-term consultant for 5 months, starting September 1 2025 to January 31 2026, at 40 hours per week. The consultant will report to Shuchi Purohit (Program Coordinator - Knowledge Building Program).

Location

Applicants must be eligible to work remotely in the Asia Pacific region in their respective home country.

Remuneration
2,500 - 3,000 AUD per month based on experience.

Responsibilities
1. Review and familiarize with organizational context and the various editions of Statelessness Encyclopedia Asia Pacific
2. Take lead on drafting, editing, and formatting country factsheets based on the master outline.
3. Have extensive research experience on undertaking comparative legal work pertaining to countries in Asia Pacific.
4. Support with fact-checking, editing and cleaning up of raw research to align it with the other sections of the Report.
5. Support with drafting concept notes, project proposals and other fundraising initiatives on the Knowledge Building Programme.
6. Undertake virtual meetings with the requisite stakeholders and partners working in the region, to garner requisite information on the implementation of laws and policies on the ground.
7. Preparing charts, tables, and other infographics through which technical information can be disbursed in an accessible manner.
8. Other activities which the team considers are aligned to the scope of the project.


Required Qualifications
Education: A master’s degree in law or human rights or associated field or equivalent work experience is required.
Experience: Minimum of five years of relevant work experience in human rights, statelessness or nationality rights is required. The individual must have a graduate degree in law or related fields.

Skills and Knowledge Required
1. Qualified to undertake desk research, with a particular focus on qualitative analysis and interdisciplinary research.
2. Familiarity with issues relating to statelessness, CRVS systems, and nuances of digital identity and international human rights law is strongly required.
3. Ability to analyze legal reports, laws of various countries, policy documents, etc.
4. Professional experience using Zotero.
5. Prior office/administration experience and strong organizational skills .
6. Excellent oral and written communication skills in English.
7. Ability to work well under deadlines while juggling multiple tasks simultaneously.
8. Proficiency in computer packages including MS Office applications is required.
9. Results-oriented personality with proven problem-solving skills.
10. Strong interpersonal skills and the ability to communicate with a variety of diverse stakeholders is desirable.
11. The ability to work on wordpress is desirable.
