In 2003, a new Immigration Act came into force in the Fiji which allows only a certain category of “former citizens”, defined as those who are registered as part of traditional land owning groups, to enter, reside and work in Fiji without having to obtain a work permit. The effect of the 2003 legislation is to favour indigenous Fijians over the majority population which includes persons of Indian ancestry.
